This position is located under the Servicing & Asset Management Office (SAMO), Customer Assistance Division, Escrow Branch, New Loan Section.
The incumbent leads a group of analysts and assistants who analyze, evaluate and advise management on issues relating to SAMO programs and operations. provides technical advice and guidance to others, resolves conflicts, and recommends solutions for management consideration when controversial issues are encountered.
Duties
Formulates annual operating plans and studies, and tracks, monitors and evaluates results. The incumbent is responsible for a variety of special projects and reporting requirements associated with loan servicing and program support.
Communicates to lower graded employees the assignment to be solved, deadlines and timeframes for completion; provides advice on work methods; balances workload among employees.
Participates in studies and task forces established to address specific loan servicing issues or changes to programs.
Analyzes program operations costs and reports on impact on budget, temporary personnel, overtime and automation.
Prioritizes and tracks automation enhancements. Ensures adequate design, development, and testing efforts. Composes technical correspondence or position papers on reporting problems/issues.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
For the GS-11: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-federal equivalent. Specialized experience is defined as advising on the practices of government or private sector residential mortgage banking policies, procedures, and loan services. Implementing complex mortgage, or commercial loan making/servicing and credit principles and practices. Analyzing applications and corporate financial documents to maintain servicing activities for mortgage or commercial loans. Analyzing financial information provided by loan applicants to determine eligibility for loans.
OR Ph.D. or equivalent doctoral degree
OR three (3) full years of progressively higher-level graduate education leading to such a degree
OR an LL.M., if related
OR an equivalent combination of experience and education as noted above are acceptable.
