About the Position: Serves as a Staff Specialist in the G1, Civilian Personnel Division. In addition to having the full technical responsibility for one or more command-wide civilian human resource program/project assignments, the incumbent has the responsibility for initiating actions which will accomplish designated program goals.

Duties

Provides authoritative staff advice and technical guidance in assigned program areas to the Commander, Command Group, managers, subordinate commands and centers, and workforce of Army Contracting Command (ACC). Monitors and reviews assigned civilian human resources programs across the Command and develops appropriate policies, procedures, guidance, and regulations. Uses various automated reporting systems to plans and/or conduct analytical studies and evaluation activities in assigned civilian human resources program areas to assure the Command maintains a progressive human resources support. Performs research and analysis on civilian HR regulations and policies to advise and assist management and subordinate units in resolving complex personnel management issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • The duties of this position require occasional temporary duty (TDY) travel of up to 10% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: (1) Providing civilian human resources policy interpretation and guidance to Command leadership, managers, and subordinate units; (2) Participating in the development or revision of civilian personnel policies and guidance; (3) Participating in assignments, projects, or studies to analyze civilian personnel management program areas such as recruiting, position management, or performance management. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02 or GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementHuman Capital ManagementPlanning and EvaluatingTechnical Competence This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
