You will serve as the Senior Research and Development (R&D) Lead, Digital Human Modeling and Simulation Senior Scientific Technical Manager (SSTM) Distinguished Engineer/Scientist for the Human Systems Engineering Department of Naval Air Warfare Center Aircraft Division (NAWCAD).

Duties

You will direct digital human modeling and simulation research. You will develop protocols and conduct collaborative original research in the anatomy and function of the musculoskeletal, cardio and cerebrovascular systems. You will identify roadmaps and initiate research programs to address critical technology gaps in human performance models. You will establish priorities for technical investments to ensure the most pressing challenges are met. You will provide mentoring to junior scientist to ensure technical excellence is developed and maintained.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.

Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Ability to lead strategic change through adoption and implementation of technical initiatives, technologies, methodologies and tools as they emerge through the Human Systems Engineering discipline, and to direct digital human modeling and simulation research to address design challenges associated with human performance. 2. Ability to lead the technical effort of a diverse workforce in an inclusive environment toward a unified goal, and to provide technical leadership to pay band level 05 supervisors performing work in engineering, scientific, and technical fields. 3. Ability to develop and coordinate plans to transition technologies from inception to operation, ensuring operators and maintainers have access to the best possible personal protection, and human machine interface solutions. 4. Ability to ensure sound fiscal, IT, and human capital management to sustain technical projects by analyzing and monitoring resources and providing planning information, recommendations, and decisions for future projected spending. 5. Ability to recognize and create partnering opportunities related to research, modeling and simulation capabilities that leverage key technical expertise within and outside NAWCAD through relationships with external agencies to influence Naval aviation capability gaps, investments, and solutions. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 08XX Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

For 1310 Physics Series:
Successful completion of a degree in physics; or related degree that included at least 24 semester hours in physics; or a combination of education and experience demonstrated by courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

For 1550 Computer Science Series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

For 0413 Physiology Series:
Degree: in one of the basic animal sciences or physiology; or a related discipline or field of science that included at least 24 semester hours in the basic animal sciences, of which 10 semester hours were in animal physiology.

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.
