You will serve as an INTERDISCIPLINARY SUPERVISORY ENGINEER/SCIENTIST Body Mounted & Survival Systems Branch Head in the Aircrew Protection and Survivability Division in the HUMAN SYSTEM ENGINEERING DEPARTMENT. The incumbent will lead, either personally or through subordinates, research, development, and experimental investigations of complex operator-machine problems on new and reconfigured Naval aircraft weapons systems by managing the personnel and laboratory capabilities of the branch.

Duties

You will identify development and training needs of employees and provides for such development and training. As needed, consults with specialists on training needs and on training problems related to the Branch supervised. You will review the substance of Technical Reports, Technical memoranda and other technical output of the professionals in the Branch. You will assist in exercising technical and administrative control of the Branch. You will manage Branch activities to assure adequate, coordinated, and timely execution. Keeps informed on projects and investigations in progress, as to status, interim results, and the possible need to modify or terminate the work. You will provide well-documented standards, processes, and procedures and continually provides training and certification programs to ensure that Branch personnel are current and proficient. You will assist in developing Branch funding plan for incorporation in the Division budgetary requirements for current and proposed programs. Manages financial resources within the assigned budget. You will develop plans and obtains funds for acquisition of facilities, test equipment, and software needed to more effectively conduct the Branch work and to effect economies of operation. You will plan, organize, and conduct complete development, test and evaluation programs in the area of complex operator-machine interfaces. You will serve as the technical airworthiness authority for engineering products and subject matter technical areas that fall under the Branch's cognizance for Aircrew Life Support Systems (ALSS). You will communicate engineering issues, including resolution strategies and paths forward, program status, and test results to high-level DoD officials, engineers/scientists, foreign officers, and other high-level civilian leaders as needed.

  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Knowledge in man machine integration analysis and application related to naval aviation aircrew and maintainers. 2.) Full life cycle engineering, system integration, and sustainment support for Aircrew Life Support Systems (ALSS) and related equipment. Emphasis is on the development, test and evaluation, and sustainment support of life support equipment to effectively manage threats to aircrew and passengers during flight operations to enable mission completion and success. 3.) Ability to use quantitative and analytical techniques. This includes the ability to think logically to determine the relevance and reliability of given source material, reach conclusions, and report findings in a concise, coherent manner. SERIES 0413:

Degree:
in one of the basic animal sciences or physiology; or a related discipline or field of science that included at least 24 semester hours in the basic animal sciences, of which 10 semester hours were in animal physiology.

Courses in physiology, animal or human physiology, cellular physiology, or courses that were well oriented toward animal or human physiology, e.g., some advanced courses in biochemistry, are qualifying as animal physiology courses. Courses in related fields such as cytology and microbiology (including microbial physiology) may also be qualifying, provided the course work dealt directly with the application of scientific principles underlying animal physiology, or with the methodology and techniques applied in animal physiology work.

SERIES 0801:

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

SERIES 1301:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

SERIES 1384:

Degree: textile technology.

OR

Combination of education and experience -- courses equivalent to a major in textile technology that included at least 20 semester hours in textile technology and closely related subjects, plus appropriate experience or additional education.

SERIES 1550:

Bachelor's degree in computer science

OR

Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
