You will serve as a SUPERVISORY INTERDISCIPLINARY ENGINEER/SCIENTIST (Body Mounted & Survival Systems Branch Head) in the Aircrew Protection and Survivability Division and Human Systems Engineering Department of NAVAIRWARCENAC DIV.
The Branch Head is responsible for managing personnel, facilities, and processes related to research, development, test & evaluation, systems acquisition and product support for Naval Aviation integration of human systems.
Duties
You will lead research, development, and experimental investigations of complex operator-machine problems on new and reconfigured Naval aircraft weapons systems by managing the personnel and laboratory capabilities of the branch.
You will review the substance of Technical Reports, Technical memoranda and other technical output of the professionals in the Branch.
You will assist in exercising technical and administrative control of the Branch by making program assignments to Program Teams/Branches based on priorities, the difficulty or requirements of the assignments, and the capabilities of the employees.
You will assign tasks, generally in broad terms as to the objectives to be met and consideration for coordination, and advise on applicability of technical data and methods of analysis that may assist in completing assigned work.
You will manage Branch activities to assure adequate, coordinated, and timely execution.
You will provide well-documented standards, processes, and procedures and continually provide training and certification programs to ensure that Branch personnel are current and proficient.
You will assist in developing Branch funding plans for incorporation in the Division budgetary requirements for current and proposed programs as well as manage financial resources within the assigned budget.
You will make official technical presentations to high-level DOD officials, engineers/scientists, NAVAIRWARCENACDIV staff personnel, foreign officers, and other high level civilian officers concerning the results of the work.
You will provide overall management and technical direction of the assigned workforce, processes and products and facilities as they relate to man machine integration analysis and application related to naval aviation aircrew and maintainers.
You will provide overall management and technical direction relating to protective / life support / crashworthy / mission enhancing equipment interfaces and integrations both man and aircraft mounted.
You will provide overall management and technical direction relating to aviation habitability impacts to aircrew/passengers/maintainers full life cycle engineering, system integration, and sustainment support for Aircrew Life Support Systems (ALSS).

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13/14) grade level or pay band (NM-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Directing the application of human engineering and integration, research, development, design analysis, test and evaluation, and in-service engineering to the integration of pilot/aircrew and their enabling technologies;
2) Planning, organizing, and conducting complete development, test, and evaluation programs in the area of complex operator-machine interfaces;
3) Emphasizing the development, test and evaluation, and sustainment support of life support equipment to effectively manage threats to aircrew and passengers during flight operations;
4) Providing strong leadership acumen to appropriately administer management policies and procedures and coordinating functions between various groups to accomplish intended goals with customer financial stewardship; and
5) Managing personnel, facilities, and processes related to research, development, test and evaluation, systems acquisition, and product support.

Education
For Applicants of the 0413 series:
A bachelor's degree or higher: in one of the basic animal sciences or physiology; or a related discipline or field of science that included at least 24 semester hours in the basic animal sciences, of which 10 semester hours were in animal physiology.
Evaluation of Education: Courses such as anatomy; cytology; invertebrate and vertebrate zoology; embryology; entomology; animal, dairy, and poultry husbandry; nutrition; genetics; and physiology may be used to meet the 24-semester-hour requirement in the basic animal sciences.
Courses in physiology, animal or human physiology, cellular physiology, or courses that were well oriented toward animal or human physiology, e.g., some advanced courses in biochemistry, are qualifying as animal physiology courses. Courses in related fields such as cytology and microbiology (including microbial physiology) may also be qualifying, provided the course work dealt directly with the application of scientific principles underlying animal physiology, or with the methodology and techniques applied in animal physiology work.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
For Applicants of the 1301 Series:
A bachelor's degree or higher: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience-- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

A bachelor's degree or higher: textile technology.
OR
Combination of education and experience -- courses equivalent to a major in textile technology that included at least 20 semester hours in textile technology and closely related subjects, plus appropriate experience or additional education.

A bachelor's degree or higher: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
