The primary purpose of this position is to develop, review, coordinate and execute the installation's Emergency Management (EM) program plan in support of DOD, Joint Service , Air Force, MAJCOM, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery.

Duties

Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM. Conducts installation EM assessment and interprets and analyzes assessment results. Conducts initial and recurring training for functional areas of EM. Serves as Alternate Emergency Operations Center Manager, Alternate Installation Emergency Manager and Emergency Support Function (ESF 5), EM representative in the EOC and CBRN Control Center. Participates in discussions, meetings or serves on panels and committees.

Qualifications

SPECIALIZED EXPERIENCE: You must have three years of progressively responsible general experience, one year of experience which is equivalent to at least a pay band NH-01, (GS-04), and at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, at least one year of the general experience must have been equivalent to the next lower pay band (NH-01) grade level (GS-04) or equivalent. General Experience is described as experience demonstrating the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work; and 3) communicate effectively orally and in writing. Experience for the position includes emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements on a military installation and the relationship of these responsibilities to local civil emergency management programs. OR EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. NOTE: You must submit a copy of your official transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your official transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. Applicants must have served at least 52 weeks at the NH-1/GS-04 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations , and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment. 2. Knowledge of and ability to develop EM training programs and conduct training and testing. 3. Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations. 4. Skill in analyzing situations and taking appropriate emergency action. 5. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. 6. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities. Other significant facts pertaining to this position are: 1. Air Force Certified Associate Emergency Manager (AFCAEM) certification is highly desirable. 2. Completion of the National Planners course is highly desirable. 3. Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course. 4. Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position. 5. May be required to be certified on and wear emergency protective equipment IAW DOD guidance. 6. This position is designated as a key position IAW AF 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. 7. This position is required to maintain classified documents. Employee must obtain and maintain a secret security clearance. 8. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 9. May be required to work outside normal duty hours. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
