The primary purpose of this position is to develop, review, coordinate and execute the installation's Emergency Management (EM) program plan in support of DoD, Joint Service, Air Force, MAJCOM, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery.

Duties

Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM (Emergency Management). Conducts installation EM assessment and interprets and analyzes assessment results. Conducts initial and recurring training for functional areas of EM. Serves as Emergency Support Function, EM representative in the Emergency Operations Center (EOC) and Chemical Biological Radiological Nuclear (CBRN) Control Center.

  • Air Force Certified Associate Emergency Manager (AFCAEM) certification is highly desirable.
  • Completion of the National Planners course is highly desirable.
  • Must have successfully completed or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
  • Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or (cont'd)
  • (con't) Pro Board Fire Service Professional Qualifications System Awareness, operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintain this position.
  • May be required to be certified on and wear emergency protective equipment IAW DoD guidance.
  • This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Key designation should be determined locally.
  • May be required to work outside normal duty hours.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time. In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service and at a level close to the work of this position with the particular knowledge, skills and abilities required to successfully perform by demonstrating the ability to 1) analyze problems to identify significant factors, gather pertinent date, and recognize solutions; 2) plan and organize work; 3) communicate effectively orally and in writing. Experience for the position includes emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements on a military installation and the relationship of these responsibilities to local civil emergency management programs. OR EDUCATION: Four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment. Knowledge of and ability to develop EM training programs and conduct training and testing. Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations. Skill in analyzing situations and taking appropriate emergency action. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
