This position is in the Strategic Program Management Office (SPMO), Veterans Benefits Administration (VBA) in the Department of Veterans Affairs. SPMO is broadly responsible for developing and coordinating the VBA's strategic initiatives and collaboration efforts. The Program Analyst is responsible for performing human resource and budgetary assignments along with providing line manager(s) with expert, objectively based information for making decisions on program operations for SPMO.

Duties

The assignments include developing and maintaining files associated with all personnel assigned to the SPMO and performing analytical duties associated with the development, implementation, justification, and management of the SPMO budget. The incumbent works closely with SPMO leadership to accomplish personnel-related assignments including assisting with labor and employee relation actions, monitoring and developing budget recommendations and procedures, conducting research, participating in special projects and providing organization and administrative support as required.Specific duties include: Provides for the overall administrative management for the organization such as maintaining hard and soft file systems. Acts as the lead in providing guidance to the program assistant staff. This may include interpreting administrative policies, developing policies, defining administrative requirements, and/or providing advice to management on related issues. Performs administrative management requirements for a medium-sized organization with varied functions. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Assists with SPMO correspondence assignments. Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous process improvement. Researches, investigates, and conducts comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations. Formulates the project methodology, identifying the operational and analytical techniques for accomplishment of project objectives. Establishes schedules for planning, coordination, and accomplishment of work to facilitate the planning process. Initiates action to ensure that cost and schedule procedures and policies are current and implemented. Makes recommendations for new or modified developments, priorities, and objectives to improve the performance in mission-related programs. Conducts formal and informal presentations, as required, to justify and defend programmatic aspects of mission critical programs. Participates in the preparation and presentation of briefings to high-level officials regarding study results. Provides management with new information and predictive advice concerning various alternative courses of action in resolving exceedingly complex problems. Enters budgetary data into a variety of forms, schedules, and reports. Makes recommendations and adjustments when required. Enters and adjusts data for the integrated agency administered program into a wide variety of reports, forms, and schedules. Consolidates data for viable overview of the financial status of operations. Makes recommendations relating to various personnel policy issues and provides advice to management on personnel management matters and problems. Conducts studies and makes recommendations on various activities and functions related to human resource and position management. Develop systems and methods for tracking, managing and reporting. Assists with managing the training programs for SPMO. Attends training meetings and coordinates SPMO core training classes as required and training requests from SPMO's employees. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/GS-12/GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/17/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:GS-11 Grade Level Specialized Experience: At the GS-11 level, one year of specialized experience at the next lower grade level of GS-09. Specialized experience is defined as: Knowledge of the rules, regulations, methods, procedures and practices in a wide variety of administrative management areas (i.e., human capital management, budget, finance, contracting and procurement, facilities, personal property, and extramural agreements). Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations. Includes oral and written communication, influencing/negotiating, partnering, interpersonal skills, and political savvy. Or Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or L.M, if related. Or Combination: Applicants may also combine education and experience to qualify at this level. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. GS-12 Grade Level Specialized Experience: At the GS-12 level, one year of specialized experience at the next lower grade level of GS-11. Specialized experience is defined as: Experience planning, directing, controlling, and monitoring data and tasks in order to evaluate and/or correct deficiencies in program requirements, or policy development, or related support programs. Possess business acumen and communication skill sets to manage effective business partnership with contracting officers, VBA business lines, and program participants. Experience gathering a variety of data specific to a program in order to extract pertinent data to make recommendations regarding operational or procedural changes. Manage stakeholder relationships that generates buy-in to the business or technical management approach to the program. GS-13 Grade Level Specialized Experience: At the GS-13 level, one year of specialized experience at the next lower grade level of GS-12. Specialized experience is defined as: Experience managing and coordinating programs to meet the goals and objectives of business processes; conducting detailed analyses of complex programs and /or projects to identify deficiencies. Skill in applying analytical and evaluative methods and techniques to the identification, consideration, and resolution of issues and problems concerning administrative support functions (e.g., human capital management, budget, agreements, purchasing and contracting, facilities management). Ability to prepare analytical reports and other written documents which clearly present the facts, issues, and recommendations. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
