This position is part of the Defense Security Cooperation Agency. The incumbent serves as a principal action officer for communications related to AM&E.
Duties
As a PROGRAM ANALYST (Assessment, Monitoring & Evaluation) at the GS-0343-12/13 some of your typical work assignments may include:
Researches and analyzes developments and trends related to assessing the effectiveness of security strategies, programs, policies, and engagement.
Develops and provides guidance and authoritative advice on the implementation of strategic plans for the evaluation of USG-funded and partner-funded security cooperation programs, policies, and projects.
Reviews security cooperation assessment, monitoring, or evaluation plans and reports for quality and accuracy. Maintains the assessment schedule and promoting the quality of upcoming analyses (both desk side and in-country).
Provides AM&E contract oversight and works closely with Program Managers, Contracting Officer Representatives (CORs), and others to provide feedback to leadership on the contractors' ability to contribute to AM&E through high quality products and processes.
Contributes to SC Planning and AM&E curriculum development and competency management of the SC AM&E workforce.
Applies subject matter expertise to identify lessons-learned and best practices in the AM&E program and advises and supports efforts by the Defense Security Cooperation University (DSCU) faculty related to curriculum reviews and training.

- Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017.

- Work may require travel away from the normal duty station on military or commercial aircraft.
Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Assisting in analyzing and researching on developments, trends, and policies related to Assessment, Monitoring and Evaluation (AM&E) as it pertains to security cooperation or foreign military sales.
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Reviewing assessment, monitoring, or evaluation plans and reports; maintaining the assessment schedule and promoting the quality of upcoming analyses (both desk side and in-country);
Coordinating tests of AM&E capabilities within the Socium application to ensure the functionality complies with AM&E standards;
Facilitating discussions within DSCA, across the DoD, and throughout the agency to provide and promote broad awareness regarding AM&E program and share in an exchange of best practices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
