The position resides within the Office of Acquisition, Logistics, and Construction (OALC), Executive Review and Strategic Engagement Division, Washington, DC. The position serves as OALC's new media/digital media specialist, responsible for developing and implementing new media/digital media programs and coordinating outreach initiatives to inform and educate internal and external audiences about OALC, its mission, activities, and people, including its value to the Department.

Duties

The Public Affairs Specialist (Social Media) provides communications counsel and expert advice to the Principal Executive Director and other key executives in OALC. The major duties and responsibilities include but are not limited to: Serving as an expert advisor to the Executive Staff and other key stakeholders within and external to OALC. Planning, conducting, and coordinating, the OALC New Media/Digital Media Program. Initiating, developing, establishing, and maintaining effective working relationships with other VA organizations for developing New Media/Social Media networks and outlets. Responding to information requests, comments, and feedback from new media/digital media outlets. Ensuring information is releasable within the guidelines of VA regulations and policy. Maintaining liaison and providing advice to OALC on new media/digital media engagement opportunities. Utilizing metric tools to assess visits and page views, bounce rates, average time spent, the geography of readership, and other relevant measures of success. Assisting the OALC Communications Director in establishing a comprehensive internal communications plan for the OALC organization and assisting with other outreach activities/initiatives as needed. Developing key corporate messages and tool kits for dissemination to internal and external audiences. Initiating, conducting, and analyzing studies and preparing specialized reports for activities managed on an ad-hoc basis to complete accomplishments. Work Schedule: Monday through Friday, 8:00 am to 4:30 pm. Compressed/Flexible Schedule: May be available. Telework: May be Available Remote/Virtual: This is NOT a remote/virtual position. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is GS-13. At the GS-12 level, you will perform similar duties but under closer supervision.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-12 grade level. For a GS-13 position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. [NOTE: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade]. [Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.] You must also possess one year of specialized experience as described below: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to at least the next lower grade GS-11 for the GS-12 or GS-12 for the GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying advanced communication and analytical practices, methods and techniques, analytical methods and interpersonal relations practices; assessing public reaction and identifying extent of understanding achieved to evaluate effectiveness of information programs; explaining significant issues to generally responsive groups or individuals; providing representatives of the print and broadcast media, trade associations, and industrial representatives with timely and accurate explanations of agency policies and regulations; establishing and maintaining effective working relationships with local media representatives and community groups; integrating diverse points of view in a communication plan in establishing and maintaining mutual understanding with various agency publics; developing and applying new approaches to the most difficult and complex public affairs problems; planning, developing, and producing a variety of materials and publications (including print, visual, Web-based, multimedia, and video materials). [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level] You will be rated on the following Competencies for this position: Communications and MediaManages and Organizes InformationOrganizational AwarenessPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
