This position is located at the Veterans Affairs St. Louis Health Care System (VASTLHCS). VASTLHCS is a two Division (John Cochran and Jefferson Barracks) Healthcare System serving eastern Missouri and western Illinois. The Associate Chief, Design and Construction (ACDC) ensures safe, reliable, and a precisely controlled operating environment for direct patient care through management of a design and construction program to build and renovate hospital and support environments.

Major duties include, but are not limited to: Design of the medical care environment, including all hospital building features, automated building management and environmental control systems, and critical utility systems, as well as the oversight of related construction including construction in and adjacent to operational healthcare environments. collaborates directly with the Chief of Engineering Service, executive leadership, medical staff, nursing staff, and other clinical personnel regarding the design of the environment for medical care. They manage construction projects. In summary, the Associate Chief, Design and Construction (ACDC) will apply engineering concepts and methodologies to enhance the delivery of healthcare by providing a technologically advanced, safe, and reliable healthcare environment through design and construction. This position serves as a supervisor within Engineering Service with responsibility for Facilities Engineering Design and Construction Project Management section at a multi-faceted and affiliated VA Medical Center, including outlying Community Based Outpatient Clinics. Within Design & Construction Projects Section, the ACDC manages human resource functions such as hiring, performance, training and development. The ACDC provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics. The ACDC is a member of and participates on station, VISN, and national committees and work groups. In this capacity the he/she meets with others on the committee from throughout the Medical Center, around the country, and representatives from VACO and the VHA HEFP Enterprise Support Services. Provides professional advice to peers, subordinates, and non-professional administrators or managers. Reviews or directs the review of plans, specifications, and analyses of design as submitted by subordinate engineers and engineering technicians. Work Schedule: Full Time, Permanent. Monday - Friday, 8:00am-4:30pm Telework: Ad-Hoc (As needed) Virtual Position: Not available Duty Station: John Cochran, however the duty station may be changed based upon the needs of the facility.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/16/2024. Basic Requirements: Citizenship: Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a). Education: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Exam with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect from any State, the District of Columbia, Guam or Puerto Rico. English Language Proficiency: Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f). Grade Determinations: Supervisory Healthcare Engineer (ACDC), GS-13. Experience: One year of experience equivalent to the next lower grade (GS-12). Specialized Experience: To qualify for the GS-13 level, you must have one year of specialized experience at or equivalent to at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Do you have at least one year of specialized experience which equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position? Examples of specialized experience would typically include, but are not limited to: Planning, organizing, directing, evaluating management processes, that includes setting qualitative and quantitative standards; Reviews or directs the review of plans, specifications, and analyses of design as submitted by subordinate engineers and engineering technicians; Reviews and evaluates shop drawings, samples, and material certifications submitted by contractor for contract and performance requirements; recommending approval, rejection, or receipt; Develops competitive bidding cost estimates for a variety of projects of multiple-use nature, or projects in different geographic locations thus presenting different physical or cultural considerations; Provides expert analysis and advice for complex program issues; Provides personnel management and administration for projects section with varied functions and activities with new and changing requirements; Supports the personnel management program for projects section, including matters involving recruitment, promotions, awards, position classification, appraisal and merit pay programs. Knowledge, Skills and Abilities (KSAs): In addition to meeting the specialized experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility. Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level. Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions. Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations. Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management. Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions. References: VA Regulations, specifically VA Handbook 5005, Part II APPENDIX G72. HEALTHCARE ENGINEER QUALIFICATION STANDARD GS-0801 The full performance level of this vacancy is GS-12. This position is above the full performance level. The actual grade you can be selected is at the GS-13. Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The ACDC must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storaqe areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
