About the Position: Works under the broad, general supervision of the District Commander. Supervisor is kept informed of the general plans for the work of the engineer Division, unique and major problems, and action taken or recommended to resolve them. Work is performed within the guidelines of Engineering Regulations, manuals, and directives issued by higher authority and is subject to review for compliance by higher headquarters.
Duties
As one of the District's senior leaders, the Chief, Engineering and Construction Division, serves as the principal engineering advisor to the District Commander.
Is responsible for the overall planning, directing, and coordinating of all activities within the EC Division.
Makes general and special work assignments through Deputy EC Chief and Branch Chiefs; determines priority of major work items; keeps informed of progress.
Discusses with key supervisors their recommendations for planned reorganizations, changes in staffing requirements, reassignment or promotion of personnel, etc.
Makes recommendations as to contracting for services with Architectural-Engineering firms, depending on urgency of work on concurrent projects, specializations, and consideration of Engineering Division staff.
Represents St. Louis District in consultations with Congressional Representatives on engineering matters concerning projects in the District, and in conference with other Federal and State government agencies.
Participates in monthly District meetings including the Project Review Board with other Engineering Division representatives, divisions and offices.
Serves as the Career Program Manager for Engineers and Scientists in the St. Louis District.
Is responsible for complying with safety procedures and regulations applicable to this position in accordance with existing safety policies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to possess a current registration/licensure as a Professional Engineer, Registered Architect, or Registered Geologist by any State, the District of Columbia, Guam, or Puerto Rico. Please upload a copy with your application.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Minimum Qualifications for GS-15:
Specialized Experience: One year of specialized experience which includes overseeing and/or performing engineering design/planning, Dam and Levee Safety, Water Control, and/or applying Project Delivery Business Process to engineering products; administering contracts for civil works projects; applying construction and/or A-E cost estimating techniques; and knowledge of Water Control responsibilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
