About the Position: Serves as the Assistant Chief, Engineering and Construction Division (EC), for the St. Louis District.
This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
Participates fully in the overall planning, coordination, and administrative activities for Engineering and Construction Division.
Personally compiles difficult special engineering reports and technical correspondence concerning overall Division work and functions.
Duties require application of professional knowledge of Civil Engineering disciplines and executive level managerial, administrative, and communication skills.
Directs and coordinates the Division workforce, composed of approximately 160 engineers, scientists, technicians, clerical, and support staff.
Performs supervisory and personnel management functions.
Represents the District Engineer and/or Chief, EC, in meetings with representatives of Congress, State, and local governments on matters requiring a thorough knowledge of the District's overall civil works programs and projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Requires current registration/licensure as a Professional Engineer (PE), Registered Architect (RA), or Registered Geologist (RG) by any State, the District of Columbia, Guam, or Puerto Rico. (Please upload a copy of your license).
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Minimum Qualifications GS-14:
One year of specialized experience which includes advising on engineering management practices, such as policies/procedures, budget management, manpower management, scheduling, and/or contract management; leading and/or managing a team in the execution of environmental engineering, civil works, and/or construction projects; building and maintaining effective working relationships with a variety of entities both internal and external to the employing agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-14, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
