This position is located in DHS/USCG, COMMANDANT, VICE COMMANDANT (CG-09), DEPUTY COMDT FOR OPERATIONS (CG-DCO), Safety & Suitability Evaluation Branch, MARINER EVAL DIV in Martinsburg, WV.

Duties

As a Legal Instruments Examiner (LIE),you will serve and provide technical assistance to the Safety and Suitability Evaluations Branch at NMC.  You will play a key role in the review of the safety and suitability of merchant mariner credential applications, applicants, and the management of merchant mariner records.

• Males born after 12/31/1959 must be registered for Selective Service.
• This position requires a National Agency Check with Inquiries (NACI).
• A one-year probationary period may be required.

Qualifications

At the GS-06 level: Applicants must have one year of specialized experience equivalent to at least the GS-05 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include: Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include: Add specific examples from PD. Ability to select merchant mariner credentialing guidelines to include S. Code; U.S. Regulation, National Maritime Center (NMC) policies, and apply them to applications for a MMC and/or endorsements Understanding of interpreting and applying regulatory and policy guidance to evaluate qualification of applicants. Proficient in the use of Microsoft Word, Excel, Access and Teams. Willingness to use multiple complex databases including proprietary programs specific to the Mariner Credentialing Program. At the GS-07 level: Applicants must have one year of specialized experience equivalent to at least the GS-6 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include: Add specific examples from PD. Ability to select, analyze and interpret merchant mariner credentialing guidelines to include S. Code; U.S. Regulation, National Maritime Center (NMC) policies, and apply them to applications for a MMC and/or endorsements. Experience interpreting and applying regulatory and policy guidance to evaluate qualification of applicants. Proficient in the use of Microsoft Word, Excel, Access and Teams. Ability to use multiple complex databases including proprietary programs specific to the Mariner Credentialing Program. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
