The primary purpose of this position is: To perform technical work in support of management analysis, the purpose of which is to evaluate and improve the efficiency, effectiveness and productivity of organizations.
Duties
Ensures ITW/AA operational systems [from sensors to correlation centers to forward users] and data communications media effectively accomplish the ITW/AA mission, ensures ITW/AA system integrity and assures new programs are properly operationally integrated into the ITW/AA System.
Conducts studies, expert analysis and technical assessment of space and national military C2 policy, proposed systems, operational procedures and their impact on ITW/AA C2. Ensures continuity of concepts, plans, operations, proposed system development, CJCSI and JS policy and provides support to N&NC/J5 - the NORAD policy lead.
Perform duties as certified Missile and Space Domain Chief or Deputy in the NORAD & USNORTHCOM Current-Operations Center (N2C2).

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year year of specialized experience at the GS-12 grade level or higher or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My experience includes expert knowledge of Integrated Tactical Warning & Attack Assessment (ITW/AA) system functionality, interoperability, system integrity, and system availability requirements; Expert knowledge of CJCSI ITW/AA requirements, NORAD Instructions and applicable USSPACECOM Instruction pertaining to ITW/AA; Expert understanding of the current missions, capabilities, organization and operations of: NORAD; other unified commands; military services; National Guard; US Coast Guard, Reserve forces; Department of Defense; DoD intelligence organizations, etc., is required. Broad understanding of missile warning data correlation, computer systems, and related concepts, principles, and practices relevant to extremely complex challenges of providing timely, accurate, reliable and unambiguous missile warning.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of ITW/AA systems, processes, conferencing and CJCSI requirements.
Skill in communications architecture engineering, technical manuals/technical data, as well as identifying and
analyzing complex procedural problems while developing innovative solutions; Knowledge of a wide range of ITW/AA system specifics: sensors, correlation centers, data lines, forward users, capabilities, functions, and operational practices of specific systems/equipment.
Knowledge of the various roles, capabilities, and issues associated with the ITW/AA C2 network and associated systems.
Knowledge of military doctrine; Joint policies and procedures; DoD, Services and Joint organizational structures; state and federal emergency organizations and other pertinent interagency organizations.
Skill in application relevance and differences among command and control (C2) support communication capabilities that range from satellite sensor messaging, ground radar limitations and capabilities, data fusion capabilities, and common operational pictures.
Ability to work independently or to form and lead work groups (consisting of contractors, government civilians
and military personnel with technical backgrounds) for the purpose of integrating data to support a Common Integrated Picture or to implement information technology in support of the command's missions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
