This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, District Thirteen (D13), Prevention Division, Inspections and Investigations Branch, in Seattle, WA.  

Duties

District Thirteen is responsible for coordinating Coast Guard missions regarding marine safety and security, and port security prevention, compliance, and protection efforts by providing policy guidance and technical expertise to field units. The incumbent serves as the Port Security Specialist and technical expert responsible for developing, implementing, executing, and managing the maritime transportation system (MTS) security program for the USCG; provides oversight of Ports and Waterways Safety Act (PWSA), International Code for the Security of Ships and Port Facilities (ISPS), Maritime Transportation Security Act (MTSA) of 2002, and the Security and Accountability for Every Port (SAFE Port) Act of 2006 activities and their impacts on vessel and facility safety and security.

• The position requires a valid state driver's license.
• This position requires a Secret Security Clearance.

Qualifications

GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, or abilities to successfully perform the duties of this position and is typically in or related to this line of work.   Specialized experience includes: updating security directives, regulations, manuals, guidelines or procedures; prepare reports, document security findings and make recommendations to specific problems; establishing security measures; measuring effectiveness of existing security practices; coordinating, planning, and developing assessment of maritime security exercises. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
