Duties

Typical work assignments include, but are not limited to: Represent IOD in the assigned district and serve as an expert advisor and liaison between DHS and Federal, State, Local, Territorial (FSLTT) and private sector officials on matters relating to the security and resilience, both physical and cyber, of the Nation's critical infrastructure assets and systems. Leads the CISA effort in developing strategies to identify and assess key critical infrastructure through high level coordination with FSLTT executive level officials responsible for critical infrastructure protection. Conducts assessments of threats and vulnerabilities; determines deviations from acceptable configurations, enterprise, or local policy; assesses the level of risk; and develops and/or recommends appropriate mitigation countermeasures in operational and nonoperational situations. Studies an organization's Information Technology / Operational Technology systems and procedures and provide resilience mitigation to help the organization operate more securely, efficiently, and effectively. Leads the CISA effort to conduct complex assessments; investigate and identify dependencies, gaps, interdependencies, and vulnerabilities; and determine the cyber-physical nexus of critical infrastructure during planning and event execution for NSSE and SEAR events. Coordinates and collaborates with high-level FSLTT executives in response to, and recover from, national or man-made incidents, both physical and cyber, in accordance with the National Response Framework. Identifies and develops strategies for DHS and CISA training based on needs analysis. Organizes, coordinates, supports, and delivers CISA training programs; and conducts workshops, conferences and information sharing forums for FSLTT and the private sector. Plans, develops, coordinates, and executes outreach in response to threats and the threat environment related to DHS, CISA, and IOD strategic initiatives. Develops and promotes protective measures that typically involve commitment of resources on the part of other FSLTT partners to mitigate risk. Engages and advises high-level FSLTT and private sector officials in formulating strategies on the development and implementation of policies, procedures, and directives related to critical infrastructure security and resilience.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-13 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties: Conducting vulnerability assessments; Developing assessment strategies to identify and assess key critical infrastructure; Briefing risks to critical infrastructure to senior leaders; Leading incident response to support State and local emergency management; and Recommending strategies, based on new or emerging threats. You qualify for the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties: Providing expert planning, analysis, and consultation to stakeholders of critical infrastructure; Collaborating with stakeholders to understanding their concerns and building relationships; Developing and leading assessment strategies to identify and assess key critical infrastructure; and Developing and implementing policies, procedures, and activities to improve security and resilience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
