Duties

In this position, you will serve as a Security Specialist. Typical work assignments include: Serves as an expert advisor and liaison between DHS and Federal, State, Local, Tribal, Territorial (FSLTT), and private sector officials on matters relating to the security and resilience, both physical and cyber, of the Nation's critical infrastructure assets and systems. Reviews and interprets new directives, program changes, legal initiatives, and/or DHS guidelines concerned with security and resilience activities affecting critical infrastructure. Develops, directs and conducts analyses and evaluative studies through inspections/assessments, and reviews interprets application of new homeland security directives and program changes on infrastructure security and resilience. Conducts complex physical and cyber critical infrastructure security and resilience inspection/assessment activities, including the generation of Protective/Resilience Measure Indices based on industry standards, identifying vulnerabilities, and presenting recommendations to corporate executives to mitigate risk. Coordinates and collaborates with high-level FSLTT executives in response to, and recovery from, natural or man-made incidents, both physical and cyber, in accordance with the National Response Framework. Develops and promotes protective measures that typically involve commitment of resources on the part of other FSLTT partners to mitigate risk.

Qualifications

Specialized Experience: You may qualify for the GS-14 grade level, if you possess at least one year of specialized experience equivalent to the GS-13 grade level. Specialized experience is defined as: Providing expert analysis of inspection/assessment results of critical infrastructure using investigative techniques, comparison with industry standards, and the generation of recommendations related to security and resilience improvements, identification of dependencies, interdependencies, and vulnerabilities for facilities and systems. NOTE: Your resume must support your responses to the online questionnaire, the qualification and time-in-grade requirements. Failure to do so will result in an ineligible rating. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: Current and former employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF50s include appointment, reassignment, with-in grade/range increases and promotion actions). Please note: Pay adjustments and awards do not include the length of time in your current position, therefore, they are NOT acceptable. If you have promotion potential in your current position, please provide proof. Employees applying with an interchange agreement must provide proof of their permanent appointment.
