About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ USSOUTHCOM, Security and Intelligence Directorate, Miami, Florida, with duty location Doral, Florida.

Duties

Serves as an Intelligence Officer (Technical Development Project Manager) within the U.S. Southern Command Intelligence Directorate's (SCJ2) Office of Innovation, Science and Technology (SCJ26). Conducts in-depth research into emerging battlespace awareness capabilities and technologies by attending industry conferences, engaging with technology vendors, and studying academic publications Produces, refines, and maintains costed project proposals, concepts of operation, as well as lifecycle project artifacts and documents to facilitate project and technical discussions with stakeholders. Evaluates the suitability of technologies by assessing capability requirements and gaps against technical solutions, cost-effectiveness, and rigorous testing and evaluation outcomes to effectively mitigate shortfalls. Establishes rigorous testing, evaluation, validation and verification protocols for technical demonstrations and evaluations to ensure the reliability, accuracy, and performance of emerging technologies Develops proficiency in specialized tools, simulation environments, testing equipment, and other essential tradecraft to support the full lifecycle—from concept to deployment—of technical solutions.

Requirements

  • Must be able to obtain and maintain a Top-Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty Travel (TDY) maybe required up to 10% of the time.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.

This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
