About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ USSOUTHCOM, Security and Intelligence Directorate, Miami, FL.

Duties

Serves as Intelligence Analyst specializing in Counter Threat Finance (CTF). Provides analytical expertise in support of ongoing operations and intelligence activities as part of US Southern Command’s Intelligence Directorate. Identifies intelligence gaps and shortfalls, working with senior members of CTF and Collections to formally make nominations for collection at the full-performance level. Conducts financial intelligence analysis, production, and reporting in support of CTF efforts for the Command at the full-performance level. Exhibits expertise in counter threat finance/money laundering methods/techniques, emerging trends of concealing and moving the proceeds of illicit trafficking and associated implications at the full-performance level. Supports the Detection and Monitoring mission by tailoring deliverables to the individual requirements of both internal and external customers at the developmental or full-performance levels. Tailors Counter Threat Finance (CTF) deliverables based upon knowledge of US Southern Command’s Theater Campaign Plan and DoD Directives for use by both internal and external costumers. Participates in special projects and initiatives, supporting development of organizational plans and policy at the developmental or full-performance levels. Maintains relevant databases, case information, and other information relevant to assigned topic(s) at the developmental or full-performance levels. Develops relationships within the broad threat finance intelligence and law enforcement communities to expand knowledge base and to gain access to information at the full-performance level.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret security clearance with eligibility for sensitive compartmented information (SCI) based on a Tier 5 (or equivalent level) investigation.
  • Requires extensive temporary duty (TDY) travel, both CONUS and OCONUS, up to 30% of the time.
  • May be required to work irregular shifts/hours.

Specialized experience is defined as experience conducting intelligence operations that support Counter Threat Finance Operations; AND 2.) reviewing financial transactions and data to determine fraudulent and/or illegal financial activities. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
