About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at HQ US SOUTHCOM, Security and Intelligence Directorate, with duty station Doral, Florida.

Duties

Serves as the senior civilian counterdrug intelligence analyst for the Unified Command. Researches, analyzes, and produces current and estimative multidiscipline intelligence assessments, briefings, and studies on narcotics trafficking activity in Latin America. Analyzes biometrically- and biographically-derived activities of individuals, human networks and populations of intelligence interest, including but not limited to insurgents, weapons proliferators, scientists, researchers and network facilitators. Oversees the preparation of the intelligence to Joint and Combined Counterdrug Operations Plans and Operations Orders. Establishes counterdrug liaison with the Drug Enforcement Administration, Defense Intelligence Agency, National Security Agency, Central Intelligence Agency, United States Customs Service and other interagency participants in the War on Drugs. Provides briefings to the Director of Intelligence and the senior leadership, which include customers in the intelligence community, homeland security, law enforcement, and policy-makers. Prepares and presents predictive intelligence analysis to the Commander in Chief in support of regional counterdrug open time.

Requirements

  • Two year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Requires Temporary Duty (TDY) travel up to 25% of the time.
  • Subject to recall after duty hours and shift work schedule.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) collecting and analyzing all-source intelligence data for counterdrug operations; 2) preparing intelligence assessment reports, such as, illegal narcotic movements, human networks, and/or weapon proliferation; and 3) briefing intelligence officials on narcotics trafficking activities.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GG/GS 12. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
