About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at HQ US SOUTHCOM, Security and Intelligence Directorate, Miami, Florida, duty location Doral, Florida.

Duties

Leads Combatant Command’s (CCMD) Counterintelligence (CI) and Human Intelligence (HUMINT) steady-state, contingency, and exercise planning in coordination with J2X civilian and military leaders. Serves as the USSOUTHCOM J2X lead planner for Central, Latin America, the Caribbean. Develops, reviews, and revises war plans and contingency operations plans for the Command, dealing with a multitude of Area of Responsibility (AOR) issues. Identifies critical Counterintelligence (CI)/ Human Intelligence (HUMINT) requirements to provide strategic planning to J2X and USSOUTHCOM staff. Plans, coordinates and integrates, Counterintelligence (CI)/ Human Intelligence (HUMINT) support concepts with subordinate commands to ensure intelligence support to deployed forces. Assesses operational readiness and determines capability of units, commanders, and staff elements. Coordinates with external components and interagency partners with the intent of supporting Combatant Command’s (CCMD) operational priorities in the Area of Responsibility (AOR). Develops the exercise architecture for the Intelligence Warfighting Function.

Requirements

  • Must be able to obtain and maintain a Top Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty (TDY) Travel may be required 5% or less of the time.
  • This position is considered Key and the essential nature of the position prohibits the position from being vacated during a national emergency or mobilization and cannot be filled by Ready Reservists or military retirees with recall obligations.
  • Must be able to participate in readiness exercises.
  • Two year trial period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
