This position provides highly technical support to the Network Contracting Office (NCO) by providing a variety of services in such areas as program analysis, coordination with clinical and administrative programs, computer systems liaison, and training.
Duties
Duties:
Responsible for orientation of new employees to NCO software applications, databases and functions.
Point of contact for all questions from existing staff regarding software applications, databases, and functions.
Provides orientation to new employees to software applications, databases and functions. Provides training individual basis, groups, and to new users of systems.
Serve as the Automated Data Processing Applications Coordinator (ADPAC).
Provides training to new users of automated systems used by the NCO staff.
Assists in the development of guidance materials for the SAO and Network Contract Offices and other eCMS, FPDS, IFCAP, and data systems users.
Serves as the program's policy and reports control officer, assuring that guidance is in compliance with directives, and that report requirements are met timely.
Publishes informational materials to inform, clarify, and explain regulatory and policy changes, and to note recurring errors observed during contract reviews.
Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks as a GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Education/Specialized Experience GS-11: Applicants must also meet the specialized experience and/or education requirement for the GS-11 grade. You may qualify based on your experience and/or education as described below for the GS-11 Program Application Specialist position:
Basic Requirements (GS-11):There are no basic requirements for this position.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the NCO operations carried out by administrative and technical personnel. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources (people, acquisition software applications, IT equipment) in the areas studied. Expert technical knowledge to review proposed solutions for estimated costs and technical feasibility to support specific training design is required. Expert knowledge of the training value of visual information systems and design that support state-of-the-art learning strategies. Knowledge necessary to review and approve proposed technical solutions to ensure they adequately support training requirements. Ability to organize, coordinate, and prioritize many simultaneous work assignments. Expert knowledge of e-CMS, IFCAP, FPDS and other related acquisition software applications. Knowledge of the Veterans Health Information Systems and Technology Architecture (VISTA) system database and functionality. General knowledge of the laws, rules, and procedures controlling business procedures and acquisition procedures. Thorough conceptual understanding of the various administrative and medical center services sufficient to carry out assignments and acquire appropriate support.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

Combination: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-11 (only graduate education in excess of 2 years, 36 semester hours, can be used towards crediting a combination of education and experience).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
