The Lead Management and Program Analyst role is located within the Financial Policy and Controls Division of the Office of Financial Management, Directorate of the Comptroller, at the Bureau of Overseas Buildings Operations (OBO/COMP/FM/FPC) within the U.S. Department of State (DOS). This office maintains risk management and financial controls to ensure that OBO funding is used in a manner that is consistent with enacted laws, governmental regulations, and Department policies.
Duties
Develops tools, practices, and policies to analyze, report, and manage Bureau risks according to the Enterprise Risk Management (ERM) framework.
Leads the Financial Policy and Controls (FPC) team through coaching and monitoring work progress and accomplishments.
Manages the Statement of Assurance process to ensure internal control compliance.
Manages overseas financial review programmatic and training efforts.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience overseeing financial and programmatic risk profiles.
Experience developing policies or practices to ensure essential risk management responsibilities are met.
Experience making recommendations for improvements to policies or programs.
There is no substitute of education for specialized experience for the GS-14 position.
