As an Insurance Contracting Officer at the GS-0301-14, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for providing reasonable affordable health benefits under the Postal Service Health Benefits (PSHB) for Postal Service Employees and Annuitants, that the contracts comply with Title 5 of the United States Code, the Federal Employees Health Benefits Acquisition Regulations (FEBHAR).
Duties
Plans and conducts conferences to ensure compliance with, and full understanding of, contractual requirements and to preclude unauthorized changes or alterations in contract provisions.
Analyzes settlement proposals, audit reports and technical evaluations.
Research problems and contracts disputes and determines alternative courses of action; prepares impact statement; and recommends a pre-negotiation settlement position to higher authority.
Monitors and evaluates changes and trends in the employee benefit packages and personnel policies of major employers and appraises the implications of such changes with respect to assigned contracts and the PSHB Program as a whole.
Qualifications
For the GS 14: You must have one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in public or private sectors), which includes performing ALL the following activities:
1. Negotiates with the officers or representatives of insurance carriers to resolve outstanding issues within the area of responsibility;
2. Reviews carrier contract proposals to determine whether or not the objectives are consistent;
3. Monitors contractors' performance and solves problems associated with contract disputes; AND
4. Monitors and evaluates changes and trends in the employee benefit packages and personnel policies of major employers and appraises the implications.
Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
