Qualifications

Conditions of Employment (cont.): The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/ Code O. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of this position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of AOC and weapons system operations in order to develop and translate AOC mission needs, changes to mission needs, and strategic planning into weapons system capabilities and options to develop and maintain weapons system capabilities at multiple locations, develop workarounds, schedule downtime and advise the commander on risks to operations for changes to the software, hardware, and mission requirements; and knowledge of IT concepts to include (but not limited to) software versioning, cyber security, integration, compatibility, compliance, applications/network infrastructure, Information Assurance policies, coalition network issues/challenges, and cross domain solution requirements and development issues to coordinate with and translate operational requirements with IT support of weapons systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan, organize, direct, and monitor complex life-cycle management of information directly related to AOC operational systems and processes. Ability to recognize interrelationships of various aspects of operational programs and skill in integrating and analyzing information in order to evaluate overall program effectiveness. Experience as a project manager responsible for AOC architecture and overall efficiency of the AOC weapon system integration to include systems and processes associated with Intelligence, Surveillance, Reconnaissance, Strategy, Plans, Combat Operations, and Air Mobility is required. Technical knowledge/experience with AOC WS applications/network infrastructure, Information Assurance policies, coalition network issues/challenges, and cross domain solution requirements and development issues. Comprehensive knowledge of policies, regulations, precedents, and TTPs applicable to the AOC Weapon System. Generalized AOC/C4I project management skills to include ability to analyze problems, establish objectives, collect data, conduct all other aspects of assigned studies and projects, assess and monitor progress, develop economical solutions and present findings in reports and briefings. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to effectively communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
