You will serve as a LEAD HUMAN RESOURCES SPECIALIST in the Plans and Programs Division of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will develop HR policy for the command; train staff and hiring managers on staffing and classification; conduct studies on HR service delivery and develop recommendations to improve operations. You will lead a recruitment outreach effort building relationships with universities and professional organizations. You will provide advice and guidance to management on a wide variety of highly complex, controversial and sensitive human resources management issues including recruitment, on-boarding, classification, compensation. You will develop policy/guidance and conducts policy reviews to evaluate effectiveness of current policies and practices for Staffing/Classification and ensure consistency in their application. You will develop strategic plans and evaluation criteria that support the integration of workforce issues into a strategic planning process You will develop courses of action to train HR Specialists in the Staffing/Classification sections of the HR office. You will serve as a senior advisor, consultant, and liaison to top management officials, non-governmental organizations, and institutions on challenging, new developments in recruitment and Talent Pipeline initiatives, which are Command-wide in scope You will provide direct support to activity managers/supervisors to recruit and place employees. Advise Hiring Managers on attracting and recruiting talent.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (NH-03) pay band or (GS-13) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and interpreting Human Resources regulations, policies, and processes for multiple HR programs such as classification, staffing, recruitment, on-boarding, or compensation to manage and provide advice/guidance on strategic planning and workforce forecasting.
