About the Position:
This position is with the Human Resources (HR) Division, Human Capital Management (HCM) Branch, Strategic Workforce Planning Team located at the Mark Center Building in Alexandria, VA. The Mark Center is the new location for the Washington Headquarters Services of the United States Department of Defense and a number of other DoD agencies.
Duties
Serve as a Human Resource Specialist within the Human Resources (HR) Division, Human Capital Management (HCM) Branch, Strategic Workforce Planning Team.
Assist in the development of a strategic workforce planning model for managers to assess and analyze their workforce.
Evaluate overall strategic human capital planning needs for a five or more year period.
Monitor implementation of workforce development initiatives to ensure regulatory and policy compliance.
Apply a wide range of Human Resource Management concepts, laws, policies and practices to solve a wide range of complex Human Resource Management problems and issues.
Monitor and provide regular and recurring reports on continued program progress.
Gather and analyze data to develop and present conclusions and recommendations.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- One-year probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience which includes evaluating human capital planning needs, identifying and/or implementing workforce development initiatives, providing complex advisory civilian human resource services to managers, and recommending alternative solutions to civilian personnel related issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS 12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
