The position is located in the Bureau of Overseas Buildings Operations (OBO), Construction, Facilities and Security Management (CFSM), Office of Security Management (SM), Security Countermeasures Division (SCD), Technical Security Branch (TSB). This Office provides broad-based security management support for OBO and serves as the main interface between OBO, the Bureau of Diplomatic Security (DS), and tenant organizations on physical and technical security related matters.
Duties
Direct security briefings and training programs to ensure embassy staff member awareness of security requirements and of the operation, capabilities, and limitations of technical security systems.
Represent on a variety of interagency security committees dealing with international terrorism, technical security countermeasures and compromising emanations.
Determine and plan work requirements that support the implementation of security equipment replacement project, develop, and modify the objectives of such work, and manage multiple overlapping security projects.
Assist with procurement and staging of government equipment and perform technical design, review submittals, project cost estimates, program costs, and resource analysis for technical security systems.
Develop and coordinate the development of standards and programs for security procedures, physical controls, technical systems, and equipment and recommend revisions to DOS security regulations
and instructions accordingly.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience utilizing computer aided design and drafting (CADD) programs to design security systems. AND
Experience assessing construction plans for the placement and installment of physical security systems.
There is no substitute of education for specialized experience for the GS-13 position.
