The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to of the Language and Education Branch to a diverse team whose portfolios include United States Special Operations Command and Educational programs.
Duties
Plans, organizes, and directs the activities of Language and Education Branch, ensuring USSOCOM's spectrum of policy, programming, personnel management, training, and education efforts to achieve greater LREC capabilities in both Special Operations Forces and supporting General Purpose Forces.
Exercises supervisory personnel management responsibilities.
Plans, prioritizes, and evaluates foreign language and program management curricula used within the USSOCOM Command Language Program and serves as a principal in approving plans and materials that facilitate language and culture training and professional development for employees.
Represents USSOCOM with a variety of installation and functional area organizations.
Responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) Extensive knowledge of National Strategy, National Military Strategy; USSOCOM organization, roles, and missions;(2) utilizing unified command structure and relationships, policies and procedures, toward principles of education and related programs and in Special Operations core tasks and United States Special Operations roles, missions, and functions and how they synchronize within the whole of government;(3) knowledge of analytical and evaluative methods and a thorough understanding of applying foreign language training and curriculum evaluation and measurement techniques in performing training needs analyses and policy requirements
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of National Strategy, National Military Strategy; USSOCOM organization, roles, and missions, NATO, Coalition and SOF, and Joint/Combined/Coalition capability development activities of DOD, Joint Operations, Military Services, Combatant Commands, and unified command structure and relationships, policies and procedures, toward principles of education and related programs and in Special Operations core tasks and United States Special Operations roles, missions, and functions and how they synchronize within the whole of government.
2. Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the education of personnel involved in one or more of the following subject matter areas: 1) Joint SOF Doctrine/SOF C2 structure; 2) SOF Air Operations, 3) SOF Maritime Operations, 4) Unconventional Warfare, 5) Counterterrorism; 6) Military Information Support Operations (MISO); 7) Civil Affairs (CA) Operations; 8) Foreign Internal defense (FID); 9)Counterinsurgency, 10) Multi-National Special Operations, 11) Irregular Warfare and 12) Interagency Activities and Interoperability.
3. In-depth knowledge of analytical and evaluative methods and a thorough understanding of applying foreign language training and curriculum evaluation and measurement techniques in performing training needs analyses and policy requirements analyses which are of significant importance because of their potential effect upon the language programs of USSOCOM, USASOC, NAVSPECWARCOM, MARSOC, and AFSOC in terms of methods improvement, mission, functions, readiness, work process streamlining and revision, and identification and resolution of problem areas to improve proficiency and to reduce costs. Mastery of qualitative and quantitative methods.
4. Skill to effectively communicate using oral and written means to successfully negotiate complex issues at the senior level officials (GO/FO and Senior Executive Service) of DOD, OSD, Joint, USSOCOM management, Service, and SOF Components to accept and implement recommendations that have a substantial effect on the long-range resources or capabilities of SOF.
5. Skill to establish and maintain positive contacts and working relations with maintain good working relationships with ASD-SOLIC, the Joint Staff, the Combatant Commands, the Defense Security Cooperation Agency, the USOCOM Service Components, the Theater Special Operations Commands, USSOCOM J-Staff and other government organizations.
6. Ability to interpret high level guidance plans, organize ideas, and work with others to translate into appropriate Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy (DOTMLPF-P) strategies and programming. Ability to interpret and research frequently conflicting guidance from multiple sources, transforming it into clear, concise, and easily understood guidance; gather data, assemble and analyze facts, conduct analysis, and draw solutions to problems; create alternative solutions to complex problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
