As Construction Analyst, you will will serve as Cost Estimator, Scheduler and Cost Manager Advocate for projects, from prospectus level to small program level projects.
Location of position: San Francisco, CA; Los Angeles, CA; San Diego, CA; Sacramento, CA; OR Phoenix, AZ.
Program Management Office is responsible for overseeing coordination of project support.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Prepares cost estimates with bid level detail for construction, lease construction, renovation, repair and alteration projects. Gathers data and analyzes estimates and develops the government expenditure position. Performs cost escalation forecasts: monitors construction markets to identify price trends for material, labor, and equipment costs.
Reviews and verifies Architect/Engineer (A/E) cost estimates for moderate to complex systems, large buildings and provides consultation with A/E estimators and Project Managers. Provides consultation and review services for costs and technical review to design teams to ensure projects are designed within budget.
Provides oversight and serves as a reviewer, troubleshooter and advisor on a diverse range of issues, projects, and concerns. Position requires an overview of the total agency operation with respect to resolving complex to moderate situations relative to cost issues.
Prepares schedules for detailed construction activities on projects as required; reviews and analyzes construction schedules submitted by Construction Managers and Contractors, recommends to Contracting Officers and project managers the validity and acceptability of such schedules and recommends approval or disapproval or changes as necessary. Makes recommendations, provides support, guidance and cost estimate impacts on contract specifications, detailed technical descriptions, construction practices, contract interpretation.

The GS-13 salary range:for San Francisco, CA starts at $128,717.00 per year.for Los Angeles, CA starts at$120,246.00 per year.for San Diego, CA starts at $117,776.00 per year.for Sacramento, CA starts at $114,332.00 per year.for Phoenix, AZ starts at$108,012.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience preparing and reviewing plans, specifications, and cost estimates of materials and labor involved in the construction, repair, and alteration of commercial buildings. This experience must include the following: analyzing estimates and establishing the Government/owner negotiating position, dealing with the most complex proposals from contractors involving major modifications of systems and other large commercial expenditures; reviewing and verifying A-E cost estimates for major building systems and large commercial buildings and providing consultation with A-E estimators and Project Managers; and performing budgetary cost planning and calculations for prospectus submittals, developing Quantity Takeoffs using automated/digital takeoff tools, such as Bluebeam Revu or OnScreen Takeoff as well as developing complex Parametric and Definitive cost estimates using Commercial Off the Shelf (COTS) (CostWorks, Sage 300) or Owner Developed Cost Estimating Software (NCMT). Projects must include new buildings, as well as renovation & alteration of large and complex facilities, valued in the millions of dollars (equivalent to Federal Courthouses, Border Stations, and other commercial Buildings).
