As Construction Analyst, you will will serve as Cost Estimator, Scheduler and Cost Manager Advocate for projects, from prospectus level to small program level projects. Location of position: Pacific Rim Region Program Management Office is responsible for overseeing coordination of project support. We are currently filling one vacancy, but additional vacancies may be filled as needed.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience preparing and reviewing plans, specifications, and cost estimates of materials and  labor involved in the construction, repair, and alteration of commercial buildings. This experience must include the following: analyzing estimates and establishing the Government/owner negotiating position, dealing with the most complex proposals from contractors  involving major modifications of systems and other large commercial expenditures; reviewing and verifying A-E cost estimates for major building systems and large commercial buildings and providing consultation with A-E estimators and Project Managers; and performing  budgetary cost planning and calculations for prospectus submittals, developing Quantity Takeoffs using automated/digital takeoff tools, such as Bluebeam Revu or OnScreen Takeoff as well as developing complex Parametric and Definitive cost estimates using Commercial  Off the Shelf (COTS) (CostWorks, Sage 300) or Owner Developed Cost Estimating Software (NCMT). Projects must include new buildings, as well as renovation & alteration of large and complex facilities, valued in the millions of dollars (equivalent to Federal Courthouses,  Border Stations, and other commercial Buildings).
