Duties
You will manage cost, schedules and performance of assigned programs.
You will be responsible for planning requirements, the POM process, acquisition, contracting, and delivery of C4I capabilities on New Construction ships
You will be responsible for overseeing the cost, schedule, contracting, and performance parameters impacting the planning and delivery of New Construction ships.
You will effectively oversee and manage acquisition and/or contract related documents or teams to successfully plan and structure procurement packages.
You will prepare program budget estimates, develop work breakdown structures, build program schedules, manage risks, perform contract planning and coordinate post-award activities
You will oversee requirements definition, research and development, integration, testing, production, installation, contracting, budget planning and execution of assigned programs.
You will provide assistance in preparing briefs to Congressional Staffers, Chief of Naval Operations, Type Commanders, Operational and Joint Test Commands and other stakeholders.
You will plan, evaluate and continually monitor program execution and will coordinate preparation of program acquisition and integration documentation.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Program management experience with planning requirements, POM process, acquisition, contracting, and delivery of C4I capabilities on New Construction ships. Program/project management expertise required for effective planning of cost, schedule, contracting, and performance parameters impacting the planning and delivery of new construction ships.
