Duties
Joining Customs & Border Protection (CBP), Acquisition Portfolio Management Directorate, will allow you to support and advise on various aspects of portfolio management. This position starts at a salary of $103,409.00 (GS-13, Step 1) to $158,860.00 (GS-14, Step 10) with promotion potential to $158,860 (GS-14 Step 10). In this Program Analyst position you will become a key team member of Homeland Security professionals involved in planning, developing, and executing business and acquisition management resources, procedures, policy, guidelines, and methodologies to improve the effectiveness of work products and management controls for a major portion of an acquisition program.
Typical Work assignments include:
Serving as internal consultant to management on specific business management and organizational development projects such as aligning organizational processes and facilitating new practices.
Assisting with the implementation, coordination, and oversight of all aspects of Acquisition Lifecycle Framework to ensure proper planning and programming processes are implemented in the acquisition program.
Providing expert analysis and evaluations to management that encompass programmatic milestones, schedules, and resource planning and execution required for effective management, operations, and decision making in support of the acquisition program.
Planning, developing, delivering, and attending briefings, presentations and conferences for supervisors and executive management; ensures accurate and appropriately concise information is available.
Qualifications
Specialized Experience GS-13:
You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assessing and improving complex management processes and systems using a wide range of qualitative and/or qualitative methods.
Identifying problems and making recommendations to leadership with consideration of cost-benefit.
Preparing reports and briefing senior level management.
Specialized Experience GS-14:
You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Analyzing and assessing administrative laws, policies, regulations, and precedents applicable to the administration of acquisition program including Federal Government project procedures and structure.
Analyzing and evaluating a large variety of program needs, organizational needs, and total systems capabilities necessary to review programs, budgets and guidance to present conclusions and recommendations.
Implementing advanced management and organizational principles and practices along with a comprehensive knowledge of planning, organizing, and direct team and task force efforts across organizational lines.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/16/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
