This position is located in the Bureau of Educational and Cultural Affairs' Office of Policy in the Monitoring Evaluation Learning and Innovation Unit (ECA/P/MELI). The incumbent will serve as an expert/senior advisor for one of MELI’s six areas of project focus, innovation, while also providing support to MELI colleagues engaged in other project focus areas.
Duties
Works closely with program offices and the MELI Unit to use data to conceptualize and facilitate new /pilot programs and/or activities, identifying best practices that can be codified for the Bureau.
Supports efforts to establish a learning culture throughout ECA by strengthening the link between learning/adapting and strategic planning as part of the Bureau’s overall strategy.
Provides support to ad-hoc monitoring and evaluation-related projects.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience serving as a program manager with responsibility for planning, developing, administering, and contributing to the evaluation of innovative programming.
Experience making recommendations for policies and procedures and operational improvements to meet special or general program needs, incorporating new technologies where appropriate.
Experience establishing and maintaining collaborative relationships with key stakeholders.
There is no substitute of education for specialized experience for the GS-13 position.
