Duties

WHAT IS THE RAAS- RESEARCH, APPLIED ANALYTICS AND STATISTICS DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Research, Applied Analytics and Statistics, Data Management Division The following are the duties of this position at the full working level. Incumbent provides management and executives advice, demonstrations and samples of state-of-the-art advances in the field of visual communications to solve problems that can't be solved with current processes. Demonstrates how Multimedia and other published products can be used to optimize quality or enhance communications to multiple market segments and affected stakeholders. Incumbent meets with the Commissioner and/or other executives, and/or other professionals to present design concepts and techniques for use in high-level conferences, briefings, hearings, and/or IRS publications. Incumbent develops new concepts, incorporates current social trends or style standards and regularly evaluates new technology for incorporation in agency or Division programs. Incumbent attends industry conferences, shows and seminars to stay abreast of the latest and emerging industry trends and technology. Incumbent provides technical consultation and guidance to customers to ascertain general nature of desired product, problems anticipated and deadlines. Employee performs in-depth analyses to interpret the needs of the customer and consider all aspects of production. Employee works within these parameters to formulate ideas and plan, design, and produce visual materials that meet all requirements. Employee produces all types of visual communications products using traditional graphic artist tools and/or computer graphics and/or layout and spreadsheet software desktop systems to convey intended information.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT: Undergraduate and Graduate Education: Major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Experience: Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-13 LEVEL: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal Service. Examples of specialized experience include: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Experience leading or mentoring peers, junior designers and/or design assistants of various design processes that directly relate to graphic design and print/electronic publishing processes proficiently using graphical software applications (in both Macintosh and Windows environments) such as: Adobe Creative Suite (specifically InDesign, Photoshop, and Illustrator). Expertise applying design standards elements, including logotype, way-finding system, fonts, and color integrated into the designs of electronic and print products. Experience with having high-level responsibilities in design management programs, development and implementation of visual design standards, organizational/corporate identity systems and coordinating those systems to improve performance processes. Experience with using standard graphic design industry tools (such as color swatch books, photo libraries, image scanners and photocopiers) to develop products. Experience overseeing all aspects of work given to outside design firms, including analyzes level of project complexity, budget and resource planning, scheduling, and art directing projects design direction, quality, to ensure work is completed according to contract specifications. Experience in overseeing and leading the design and development of organizational design standards, such as developing specific graphical elements, writing procedures, policies, and identifying appropriate typography, color pallet, and overall tone that reflects the organizations values and mission. Experience writing clear, concise and technically accurate information, timely and with the appropriate tone/style for the specific audience and subject matter of the business correspondence (such as writing narrative to explain and defend design proposals/formal presentations, business reports, operation reviews, vendor correspondence, statements of work, developing design briefs and responding to business correspondence inquires.) Other Specialized Experience includes experience defining project design, technical and production specifications, developing original concepts, taking into account demographics, target audience needs, quality, equality, security, and ethics by extracting information from a design brief to provide original design solutions, design configurations and product development. Examples of qualifying work experience include: Leading or mentoring peers, junior designers, strategic design processes, including planning, coordinating, leading creative brainstorming meetings and preparing and presenting formal design presentations to executives. Designing, developing and executing a wide collection of design products/projects simultaneously in English and other languages, such as meetings/events/conference materials, social media elements, tradeshow exhibits, forms, brochures, posters, websites, branding elements, single and multiple page print and digital publications, promotional displays, and packaging, signage systems for a diversified nationwide audience.
