This position is located in the Alaska Regional Office, Anchorage, in the Public Affairs and Communications division.
Duties
This position is being advertised as both location negotiable after selection and with a duty station of Anchorage, Alaska with the option of telework. If applying to "location negotiable after selection," this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be eligible for PCS and you may be allowed to telework on a situational basis with supervisory approval. As a GS-11 Visual Information Specialist, this position is responsible for performing a wide variety of visual and audio production services to all park divisions, networks or associations using nationally established guidelines. Duties may include:
Providing direct front-line technical support, training, and guidance to digital constituents of the region.
Coordinating concerted digital efforts across the region.
Analyzing, strategizing, and implementing broad digital strategy for two Alaska sites: Aleutian Islands World War II National Historic Area and Inupiat Heritage Center.
Assisting in creating analytics reports to help inform high level decisions.
Serving as an active member on two or more National Web Council workgroups.
Assisting with public information officer duties on occasion.
As a GS-09 Visual Information Specialist, duties are similar to above but developmental to prepare for higher-level assignments. Duties may include:
Providing direct front-line technical support, training, and guidance to digital constituents of the region.
Assisting with the coordination of concerted digital efforts across the region.
Analyzing, strategizing, and implementing broad digital strategy for two Alaska sites: Aleutian Islands World War II National Historic Area and Inupiat Heritage Center.
Assisting in gathering analytics data to help inform high level decisions.

This is a career-ladder position, however, promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. Duties will be developmental in nature when filled below the full performance level. Full-performance grade level is GS-11.
Qualifications
All qualifications must be met by the closing date of this announcement-08/22/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as research and creation of written and visual content (graphics, photographs, video, audio) for use in communicating information through visual means including websites, social media, publications, and signage; writing text used for educational purposes; utilizing social media to convey messages to a target audience; and the use of visual media equipment such as digital cameras (still and video), microphones, image, video and sound editing and desktop publishing software. You must include the number of hours worked per week within your resume.

EDUCATION: Successful completion of at least two full years of progressively higher-level graduate education leading to a Master's, or Master's degree, or LL.B. or J.D., if related, that demonstrates the knowledge, skills and abilities necessary to do the work in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. You must include transcripts.

Successful completion of a combination of education and experience as described above. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal 100% to qualify using this option. You must include the number of hours worked per week within your resume and a copy of your transcripts.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as research and creation of written and visual content such as graphics, photographs, video, audio and use through communication mediums including websites, social media, waysides, exhibits, publications, and signage. You must include the number of hours worked per week within your resume.

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree; or at least three full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. Education must be in a field of major study that is directly related to the work of the position. Directly related coursework consists of commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must include transcripts.
