THIS IS AN DISTRICT OF COLUMBIA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the Human Resource Office, District of Columbia National Guard under Position Description Number NGT5741200.

Duties
The purpose of this position is to serve as a supervisor of Human Resources Specialist(s) and Human Resources Assistant(s). Supervises a minimum of five full-time employees. Supervises two or more other major segments e.g. classification, recruitment and placement, employee relations, labor relations, etc. Serves as a Human Resources advisor and technical specialist for one specific HR specialty. - Incumbent must be able to obtain and maintain a SECRET security clearance.
- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- May be required to successfully complete a probationary period.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- This position is subject to provisions of the DoD Priority Placement Program and Veterans Preference.
- Participation in direct deposit is mandatory.
- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

SPECIALIZED EXPERIENCE 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level.
