The Office of Research and Development is seeking a full-time Administrative Officer for Research and Development program at the VA Medical Center located in White River Junction, Vermont.
Duties
The purpose of the position is to collaborate with the Associate Chief of Staff for R&D (ACOS/R&D) as a first-level supervisor responsible for planning, developing, and directing the administrative activities of a large and complex R&D Program. In conjunction with leadership, the AO/R&D ensures that the organizations' strategic plan, mission, vision, and values are communicated and integrated into the strategies, goals, objectives, work plans, products and services of all units within Research Service. The AO/R&D helps establish research service policies and objectives necessary to conduct research effectively and within regulatory compliance.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00am to 4:30pm, Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9; for a GS-12 position you must have served 52 weeks at the GS-11; for the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparation of a variety of requests (related to budget, personnel, supplies, or other resources) within a research environment; providing guidance to Principal Investigators with regard to obtaining required resources; assisting in the development of policies and procedures; preparation and submission of reports to a variety of individuals/organizations.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or
LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.
GS-12:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience for this grade level include, but are not limited to coordination of personnel management/budget/procurement functions within a research environment; serving as a resource/SME to department staff on established regulations, policies, and procedures; reviewing research proposals; performing tasks related to personnel management for a variety of appointment types such as temporary/term; without compensation (WOC); and Interagency Personnel Agreements (IPAs); experience preparing and reviewing budget proposals for research projects; mentoring, leading, or supervising lower level administrative staff; data collection and validation for the purpose of preparing and submitting reports.
GS-13:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience for this grade level include, but are not limited to to interpreting and or researching national and local policies to establish policies within the Research department; overseeing all administrative and regulatory functions of the department and interfacing with a variety of stakeholders at both the local and national levels to plan, develop and direct activities that will ensure that the program meets national and local goals; assisting department leadership in strategic leadership, planning, direction, and coordination of all activity within the program; and direct supervision of subordinates to include development of position descriptions and performance standards, as well as assignment and evaluation of work including successful completion of annual performance reviews.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
