This Administrative Officer position is in Geriatrics and Extended Care services at the White River Junction VA Medical Center, located at the White River Junction, Vermont location. This position is full-time at 40 hours per week.
Duties
The Geriatrics and Extended Care (GEC) Administrative Officer at the White River Junction VA Medical Center (WRJ) serves a unique and highly complex role in frontline clinical care delivery. Serves as a fully functional member of the senior staff to the service line manager, assisting GEC leadership in managing the specific health care delivery requirements within WRJ and four CBOCs. Duties involve analysis of the healthcare clinical programs and systems to identify areas of improvement toward more effective and efficient processes.
Duties include but are not limited:
Applies principles, processes, and techniques to meet the specialized requirements of a full range of administrative management functions which support the Service's healthcare programs, i.e., administering effective utilization of financial, logistical, and human resources arenas.
Plans, administers, and coordinates these administrative services, such as financial planning, budget formulation and execution, accounting, procurement, contract administration, human resources management, space and equipment utilization, property and records management, and related administrative support services.
Responsible for the various reporting schemes and for ensuring regulatory and agency requirements are met.
Responsible for planning, fact finding, and analytical work, and makes administrative commitments and decisions to resolve issues that have policy making implications.
Conducts conventional analytic studies on specific clinical operational processes, issue topics, or related special projects.
Uses standard reference materials to develop position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues.
Reviews program data, workload reports, and staffing requests to ensure that organization positions are funded properly, and that acceptable grade and staffing levels are maintained.
Analyzes ratios of professional to technical employees and supervisors to non-supervisory employees and recommends actions to meet staffing requirements based on projected workload.
Tracks grant funding and applies where possible, based on projected clinic growth over time.
Works in coordination with other internal reviewing services regarding routine audits and internal/external reviews of a VAMC concern, human resources (WOC, Fee, credentialing, etc.), fiscal efficiencies, and organizational requirements that are reviewed by prominent parties such as the Office of the Inspector General (01G) or the Government Accountability Office (GAO), The Joint Commission (TJC).
Serves as the Service advisor on human resources matters by coordinating organizational needs with human resources office requirements; directing the initiation and processing of personnel actions in addition to facilitating the accomplishment of various human resources management programs.
Provides coordination of support staff within the service line.
Plans and assigns work to be accomplished by subordinates, sets and adjust short-term priorities, and prepare schedules for completion of work.
Performs additional duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. One (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required when maintaining records and files where stooping, kneeling, leaning, bending, reaching and lifting up to 40 pounds may be required.
