This position is located in the Office of Transit Safety & Oversight, Office of Performance Analysis and Quality Assurance. The position is responsible for supporting and coordinating various programs and special projects of an analytical nature. The employee supports oversight review programs, data collection and analysis of triennial and specialized financial and procurement reviews.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience analyzing data, working with data record management systems, conveying technical information to senior leadership, and using data visualization tools and dashboards. Experience assisting with the development of internal and external knowledge training tools, preparing briefs, and providing technical assistance to stakeholders. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 it must include: Experience developing and implementing efficiency and quality improvements to existing programs and the analysis of the impact on the public transit industry. Experience preparing and delivering analysis, observations, detailed briefings, and recommendations through presentations to internal and external audiences. Experience in contract management, including the development of scopes of work, management of cost, schedule and contract adherence, and technical direction of contractors. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Quality Management - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards. Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
