The incumbent provides insight, advice, and guidance to assist exporters resolve disputes that impact the international ocean transportation of cargo and serves in the Office of Consumer Affairs and Dispute Resolution Services (CADRS). Duties

As a Transportation Industry Analyst, you will: Serve as an industry and inter-agency resource on matters pertaining to complex supply chain and transportation issues. This involves maintaining a thorough understanding of Commission activities; policies and decisions; analysis of ocean shipping service performance data submitted by industry and governmental statistical reports; and transportation media relevant to the work of the Commission. Communicate directly with shippers, marine terminal operators (MTOs), ocean transportation intermediaries (OTIs), vessel-operating common carriers (VOCCs), customs brokers, third-party logistics providers (3PLs), truckers, warehousemen, equipment providers, stevedores, railroads, manufacturers, port authorities, and other participants in the international ocean transportation supply chain. Guide and educate shippers and other industry participants about the Commission's statutes and regulations and other statutory authorities and policies that may impact the ocean transportation of freight. Prepares and presents outreach material to educate and present to Commission staff and/or the public. Participates and presents in trade association and transportation industry group meetings or conferences. Perform data and facts collection, analyze the information, and then prepare reports, memoranda, presentations, white papers, recommendations, or other work product for consideration by the CADRS Director, Managing Director, Commissioners, and other senior management or Commission staff. Facilitate discussions between multiple parties involved in an international ocean transportation dispute to explore a mutually agreeable resolution. Co-mediate formal proceedings before the Commission and other matters as requested. Participate in formal cases before the Commission and assist other FMC offices utilizing your expertise, knowledge and understanding of commercial and operational aspects of ocean shipping and the transportation supply chain. Assist the CADRS Director in fostering relations with members of the maritime industry and the public. This involves developing industry and government contacts.

Qualifications

You must meet the following requirements by the closing date of this announcement: GS-14: To qualify for this position, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience may have been demonstrated by Operational knowledge of all modes of transport and each participant's responsibilities within the supply chain; drafting, preparing, issuing, reviewing multimodal transportation documentation necessary for the international transport of commercial cargo; advising about regulatory compliance (federal, state, and foreign) for all modes of transport of commercial cargo, including hazardous material; providing customer service assistance and advice to various parties; facilitating and resolving disputes with shippers; researching, investigating, and requesting documentation and other materials to determine causes for delay or disruption in the supply chain; preparing and presenting assignments to internal and external parties. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
