The incumbent coordinates programs encompassing service contracts, tariffs, non-vessel operating common carrier (NVOCC) Service Arrangements (NRAs), NVOCC Rate Agreements (NRAs), and Form FMC-1 registration. Duties

As a Transportation Industry Analyst (Team Lead, Service Contracts and Tariffs), you will: Lead activities related to service contract filing and tariff publication. Lead the overall planning and coordination of compliance efforts related to service contracts, tariffs, and marine terminal operator schedules. Lead rulemaking efforts related to service contracts, tariffs, marine terminal operator schedules, and other areas of the Code of Federal Regulations that fall within the Bureau's scope. Provide recommendations to the Bureau Director to approve or disapprove special permission applications submitted by common carriers, or conferences of such carriers, as well as controlled carriers. Display comprehensive knowledge and understanding of the commercial factors impacting the ocean transportation industry and render advisory services to senior agency management regarding the operations of regulated parties. Represent the Commission in a broad range of conferences or meetings with industry, legal representatives, and other governmental agencies as required. Conduct training and make presentations on behalf of the Commission to industry and the public in connection with complex maritime issues. Utilizing extensive knowledge of ocean shipping in rendering advisory services to senior agency officials, Commission staff, and the shipping industry regarding service contracts, tariffs, and marine terminal operator schedules. Works with other agency components to automate the office's records and procedures.

Qualifications

You must meet the following requirements by the closing date of this announcement: GS-14: To qualify for this position, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience may have been demonstrated by operational knowledge of all modes of ocean transport; drafting written recommendations based on analyzing various documents such as interviews, questionnaires, corporate and legal documents, and/or publicly available information; and preparing and presenting assignments to internal and external parties. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
