Joining the Secret Service, Office of Training, James J. This Management & Program Analyst position starts at a salary of $82,764 (GS-11, step 1), with promotion potential to $153,354 (GS-12, step 10).

Duties
The selectee will serve as a(n) Management and Program Analyst in the Office of Training, Office of Training. Typical work assignments include:
Analyzing data generated from agency systems and organizes the information in the form of data dashboards, comprehensive reports, briefs
Independently coordinating and leading studies evaluating program line operations; formulates recommendations; and plans the successive phases of the study.
Utilizing software (i.e., Excel) to independently organize, analyze, and present data using formulas, codes, or other established data analysis techniques.
Conducting the review of highly technical or foundational documents such as policies, procedures, federal laws, or regulations; and familiarizes themselves with the content.
Qualifications
Specialized Experience GS-11: You qualify for the GS-11 level (starting salary $82,764) if you possess one year of specialized experience equivalent to the GS-9 level performing the following duties: performing research to develop studies that involve analyzing findings regarding organizational programs; evaluating programs operations relevant to departmental policies and making recommendations ; identifying intra and interagency functions and procedures as they relate to training programs; assisting with the preparation of strategic planning activities and providing advice and guidance for improvements and anticipates areas of concern in program development.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: You qualify for the GS-12 level (starting salary $99,200) if you possess one year of specialized experience equivalent to the GS-11 level performing the following duties: conducting research to develop intricate studies regarding organizational programs; making recommendations to improve program effectiveness and efficiency; supporting the development and evaluation of program policies and regulations; determining potential impact on training programs; and leading various aspects of the strategic planning process.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
