Joining the Secret Service, Office of Training, James J. Rowley Training Center will allow you to provide training to new recruits and conduct evaluations of programs and processes and to develop, implement, and manage the strategic planning for the Secret Service.   This Management & Program Analyst position starts at a salary of $112,015 (GS-13, step 1). Duties

The U.S. Secret Service is seeking retired (CSRS/FERS) individuals to support our integrated mission and immediately impart their knowledge and experience to the current workforce.  If re-employed under NDAA Compensation Hiring waiver Authority, annuitants are able to earn their full salary and their full annuity without penalty, specifically:

  • U.S. citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • You must successfully pass a background investigation.

Qualifications

You qualify for the GS-13 level (starting salary $112,015) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: providing training to new recruits; developing study and training plans, project plans, analytical survey questions, and other quantitative training tools to plan and conduct program assessment improvements;  developing, coordinating, and providing instructional law enforcement curriculum to new law enforcement entities; and, developing and implementing investigative and protection training for multiple entities within the federal and local governments.    Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.Work Schedule - Part-time/Intermittent: will be determined by management. Reemployed Annuitants on a PART TIME work schedule: Requires an employee to work less than full-time, but for a specific number of hours (usually 16-32 hours per administrative work week) on a prearranged scheduled tour of duty. Max allowed:  8 hours/day Earns annual and sick leave at the rate at which they did upon retirement, but on a prorated basis. The prorated rate of accrued leave will be determined by SCD LEAVE date on SF 50. Eligible for holidays, on a prorated basis Per OPM - A part-time employee is entitled to a holiday when the employee's daily tour of duty commences on a calendar holiday. This does not include overtime work. Part-time employees are not entitled to an "in lieu of" holiday. Part-time employees who are excused from work on a holiday receive their rate of basic pay for the applicable number of holiday hours. Standard (40-Hour/5-Day Week) Work Schedules. On a holiday, part-time employees under standard work schedules are generally excused from duty for the number of basic (non-overtime) hours they are regularly scheduled to work on that day, not to exceed 8 hours. In the event the President issues an Executive order granting a "half-day" holiday, a part-time employee on a standard work schedule is excused from duty for half the number of hours in his or her basic (non-overtime) workday, not to exceed 4 hours. Flexible Work Schedules. On a holiday, part-time employees under a flexible work schedule are generally excused from duty for the number of hours of their "basic work requirement" (i.e., non-overtime hours) on that day, not to exceed 8 hours. (See 5 CFR 610.405.) In the event the President issues an Executive order granting a "half-day" holiday, a part-time employee on a flexible work schedule is generally excused from duty for half the number of hours in his or her "basic work requirement" on that day, not to exceed 4 hours. Compressed Work Schedules. On a holiday, part-time employees under a compressed work schedule are generally excused from all of the hours of their compressed work schedules (i.e., "basic work requirement") on that day. (See 5 CFR 610.406(b).) In the event the President issues an Executive order granting a "half-day" holiday, a part-time employee on a compressed work schedule is generally excused from half of the hours of his or her compressed work schedule on that day. Eligible to take special/administrative leave (e.g. S1 leave), on a prorated basis Not eligible for Quality Step Increase or Within-Grade Increase Not eligible for overtime or compensatory time Reemployed Annuitants on an INTERMITTENT work schedule: Employees do not have a regularly scheduled tour of duty. Max allowed:  8 hours/day, 40 hours/week and 80 hours/pay period Do not earn leave Not eligible for holidays Not eligible for special/administrative leave (e.g. S1 leave) Not eligible for Quality Step Increase or Within-Grade Increase Not eligible for overtime or compensatory time
