About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia.
Duties
Work involves extensive planning and organization, analysis of accumulated data and information, and considerable coordination and integration of the work with other course or functional activities.
Participates in the development and revision of Course products (detailed validation plans; detailed Training Support Packages (TSP), lessons,
multimedia products, tests, Course Management Plan (CMP), Computer Based/Internet Based Instructional products, self-development products, etc.).
Maintains and monitors training development audit trail for the command
Performs research in such subjects as leadership, group dynamics, and sociology. Regularly reviews primary and secondary source material to maintain awareness of current trends in leadership.
Accomplishes special projects that frequently involve training and education matters but may be outside the employee's specialty area.
Requirements

- Must be able to obtain and retain a Secret security clearance.
- Temporary duty (TDY) business travel is required approximately 10 percent of the time.

Basic Requirement for Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

To qualify based on your experience, your resume must describe One year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by
1. Produces training products, aids, methods, training plans with subject matter expert to improve training. 2. Participates in evaluation of the courses by developing surveys, analyzing the results, scheduling and conducting a post course feedback and review with course personnel to improve courses. 3. Reviews products of other action officers for consistency with objectives, training effectiveness, program policy and conformance to the overall training plan. 4. Evaluates educational practices and trends within the discipline and recommends improvements in curriculum development, education philosophy, and instructional procedures throughout the TRADOC school system.5. Develops and implements special projects designed to improve procedures, respond to a general tasking, answer internal, external, and higher headquarters' inquiries, or correct a deficiency affecting several organizational units.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
