About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence, Fort Eisenhower, GA.
Duties
Anticipates operational requirements and develops effective and efficient solutions related to changes in manpower availability, material resources, work requirements, and personnel needs supporting the leadership’s guidance.
Directs training development teams in the planning of requirements to integrate network systems with data functions.
Manages the development of total training requirements that may include Performance Work Statements to support Signal-related programs and initiatives.
Advises department chiefs and other specialists regarding broad/complex Signal organizational and doctrinal changes to soldier and training support documents.
Tasks, monitors, evaluates, analyzes, and approves for submission of training development products written in the training development branches.
Manages the integration of computer and data technologies to enhance education and training posture and ability to disseminate and use information through distributive learning.
Requirements

- Three year trial/probationary period may be required.
- Incumbent must be able to obtain and maintain a Secret clearance.
- One-year supervisory probationary period may be required.

Basic Requirement for Instructional Systems Specialist:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by directing the preparation of job and task analysis, training support documents, and doctrinal literature for specific military Career Management Fields (CMF) for the Army; evaluating work objectives in terms of timely completion, training effectiveness, and overall accomplishment of program objectives; determining appropriate methods for individual evaluation of Signal Military Occupational Specialty (MOS), Area of Concentration (AOC), and Functional Areas (FA) to meet field requirements; assisting in developing administrative and operating policies by recommending proposals to management for the solution of existing or anticipated problems; evaluating performance and providing advice, counsel, and guidance to subordinates.
