About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence - Signal School at Fort Eisenhower, Georgia.

Duties

Assigns work, monitors progress, reviews completed projects and ensures timely completion and technical accuracy. Consults with staff personnel, subject matter specialists, outside agencies and other training departments, concerning resolution of training problems and to obtain cooperation in finding cost effective solutions. Maintains liaison with agencies outside USA Signal School to ensure that individual training and evaluation materials meet field requirements. Coordinates tasking directives with TED for planning, analysis, and training and doctrine development actions involving one or more functional areas Applies a systems approach in the management, preparation and approval of these documents to ensure that individual training and evaluation material adequately meets field requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Duties of the position require the incumbent to obtain and maintain a Secret security clearance.
  • Temporary duty (TDY) business travel is required approximately 25% of the time.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. This position is in the Supervision/Management Work Category at the Full Performance Work Level within the CES Occupational Structure. BASIC REQUIREMENTS TO QUALIFY FOR INSTRUCTIONAL SYSTEMS SPECIALIST: Bachelor's Degree or higher: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Utilizing Analysis, Design, Development, Implementation, Evaluation (ADDIE) model in training to prepare job, task analysis, soldier support documents, training material, and doctrinal literature 2) Directing the work of employees and work requirements to determine the needs based on anticipated operational problems 3) Preparing contract documentation for Signal Military Occupational Specialty (MOS)/AOC and functional area selection to ensure inclusion in documents governing equipment and systems being developed under life cycle management and 4) Coordinating with other training departments to support tasks for training in all areas.
