The Budget Analyst position is located in the Department of Administrative Services (DAS), Budget Division (BUD), Budget Formulation Branch. The BUD coordinates the formulation of the judiciary's budget request to the Congress for the operation and maintenance of the courts, federal defender organizations and, in coordination with DDO, the Administrative Office of the U.S. Courts (AO); and executing financial plans to support financial support financial management within the judiciary.
Duties
This position will report to the Chief of the Budget Formulation Branch, Budget Division (BUD), Department of Administrative Services (DAS). The BUD is seeking a self-motivated, professional Budget Analyst to join its team. You will be part of a dedicated support team striving to enable the achievement of the constitutional and statutory mission goal of the judicial branch of government - to provide equal justice under law.
The BUD prepares the Judiciary's annual budget request to Congress, oversees the execution of the Judiciary's budget, allocates resources, monitors spending, and produces financial projections, special analyses, and reports on Judiciary budgetary issues. The Division's work includes budget formulation, budget execution, and program budgeting and analysis. The BUD also provides staff support to the Budget Committee of the Judicial Conference and to the Committee's Economy Subcommittee.
The duties of this position include, but are not limited to:
Leading the development of complex components of the Judiciary's annual budget requests, justifications, and re-estimates to Congress, including drafting strong supporting narratives, tables, and graphic displays.
Reviewing, analyzing, and preparing budget estimates for complex national programs.
Conducting complex quantitative and qualitative analyses of Judiciary programs.
Liaising with program offices as the main point of contact for all budget related issues throughout the year; providing subject matter expertise; and providing a high level of customer service.
Independently developing a variety of written documents, including budget justifications, decision memoranda, agenda items, analytical reports, and policy documents for the Director, Members of Congress, the Budget Committee, and other senior management officials; and preparing complex data into high level information appropriate for a wide variety of audiences.
Leading briefings for managers of national programs to discuss budget formulation, budget execution, and other programmatic issues.
Collaborating with internal and external stakeholders on a wide range of budget formulation and execution issues.
Participating in the development of the Judiciary's national financial plans.
Developing annual spending plans, monitoring expenditures, and preparing regular reports and executive summary information on those plans.
Performing complex analyses of Judiciary program spending, including projections of current or proposed spending.
Leading staff within the Budget Division on a variety of team projects.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Leading the development of complex components of budget requests, justifications, and re-estimates, including drafting strong supporting narratives, tables, and graphic displays;
Reviewing, analyzing, and preparing budget estimates for complex programs; and
Developing spending plans, monitoring expenditures, and preparing regular reports.
