Duties

WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LB&I) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Large Business and International Office of Program and Business Solutions - Finance The following are the duties of this position at the full working level. Evaluates, reviews, and monitors the resource justifications, allocations and use for assigned program area(s) with special emphasis on conformance with the Division business plan and the IRS strategic plan and performance measures. Provides periodic analysis of assigned program area(s) resource needs, usage and key budget issues. Identifies and responds to budget issues within assigned area(s). Assesses the financial impact of management decisions on budget programs within assigned area(s). Researches and analyzes budgetary and financial issues concerning assigned program area(s). Develops, reviews, and analyzes resource proposals on Division programs; develops and coordinates budget submissions and justifications, and coordinates with the Chief Financial Officer to facilitate Division responses to Treasury, OMB (Office of Management and Budget), and Congressional staffs involving Division financial plan resource matters. Provides technical advice and assistance on the status of budget submissions, and reviews changes and assesses program impact of budget cuts and/or legislative changes. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: GENERALEXPERIENCE: GS-05 LEVEL: You must have three years of general experience, one year of which was equivalent to level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General experience includes: Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. OR Four year course of study leading to a Bachelor's Degree at an accredited college or university in any field of study. OR Combination of education and experience equivalent to that described above. SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience with basic analysis (such as average cost per FTE); Experience with budget techniques, financial and economic analysis and financial coding; Experience completing charts, tables, and graphs and interpreting data; Experience communicating orally and in writing. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience collecting data with budget formulation, plan development, labor cost analysis, financial reviews, or budget execution; Performing basic analysis (such as average cost per FTE) of collected or provided data; Preparing charts, tables, and graphs for specific assignments including the formulation of the Division budget and period financial reviews; Experience interpreting and applying budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint. OR Master's or equivalent graduate degree in a related field of study such as accounting, auditing, finance, economics, business administration, or other related fields from an accredited college or university. OR Two (2) full academic years of progressively higher level graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR LL.B. or J.D., if related. OR A combination of qualifying graduate education and experience equivalent to that described above. SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience researching budgetary and financial issues, developing and analyzing resource proposals, identifying issues related to projected budgetary and staffing requirements, and analyzing estimates; Assisting with the planning and execution of labor resource requirements; Preparing reports and charts to monitor labor and support resources (e.g. equipment, supplies, facilities, and training); Reviewing directives, instructions, budget materials, funding documents and developing narrative justifications and strategies to ensure program delivery within the bounds of financial constraints. OR PH.D. or equivalent doctoral degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR Three (3) full academic years of progressively higher-level graduate education leading to a doctoral degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR LL.M., if related. OR A combination of qualifying graduate education and experience equivalent to that described above. SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with federal budget process; Experience interpreting and applying budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint; Experience analyzing and relating financial data to work plans, business plans, strategic plans, and organizational accomplishments; Experience with structure of appropriations, and other funds that are utilized within the government; Experience with analytical and problem-solving techniques; Experience with time management to balance priorities and to work under pressure of tight timeframes and changing conditions; Experience developing alternatives and recommendations to identify and resolve key budget issues and areas of special concern; Experience providing oversight in the financial review process, including reprogramming actions and the development of narrative justifications; Experience using computer applications for word processing, spreadsheets, graphics, and communications programs. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
